2026 is the submission year; 2027 is an outlook, not a promise
The current development plan places H9, H10, HB3 and HIR2 LED replacement category work on a 2026 GRE submission track. That is more specific than saying these categories are merely “being discussed,” but it still does not mean they are adopted categories today.
H10 is the furthest along in the public record because a draft H10 LED replacement category sheet was already presented at GRE94. For H9, HB3 and HIR2, the public UNECE pages checked for this article do not yet show adopted category sheets. GRE95 is scheduled for 20 to 23 October 2026, and its public agenda and document lists were still forthcoming at the time of review.
If the submissions proceed as planned and the technical text does not encounter material delay, 2027 is a reasonable window to watch for formal publication or adoption steps. That should be presented as an outlook based on the expected process, not as a fixed legal-effective date.
Keep submission status separate from adopted-category status

The distinction matters because a planned or submitted category can still change before adoption. Dimensions, electrical provisions, photometric requirements, failure behavior or scope can be revised during the formal review cycle.
H10 already has visible public draft evidence
The GRE94 public document list includes an H10 LED replacement draft category sheet. That is concrete evidence that H10 has moved beyond a purely conceptual stage and entered visible technical drafting.
It still does not mean H10 is already an adopted R.E.5 category or that a commercial H10 LED replacement product can claim UN R37 type approval today. The draft must continue through the applicable formal process before the category can be treated as adopted.
For manufacturers, the practical difference is important: engineering can be aligned more closely with an actual draft, but irreversible tooling, final packaging and legal claims should still allow for changes.
These categories should be described as 2026 submission-track work
H9, HB3 and HIR2 are expected to enter GRE through the 2026 submission programme. Until the corresponding formal documents are publicly available and the review process is completed, they should not be described as adopted or in force.
This is a more useful status than either extreme. It is too conservative to imply that nothing is happening, but it is equally inaccurate to publish a fixed approval date before the formal steps are complete.
For product planning, the correct interpretation is that these categories have a defined direction and timing target, while the final technical text and legal timing remain subject to the GRE and WP.29 process.
A 2026 submission does not become a category overnight
The useful sequence is simple: technical text is prepared, submitted for GRE consideration, revised if necessary, moved through the formal amendment process and then published or adopted through the relevant UNECE procedure. Product type approval comes after a usable category route exists; it is a separate step for an exact manufactured type.
That means three statements should never be collapsed into one:
- Submitted to GRE describes the regulatory work stage.
- Category adopted or published describes the formal status of the technical route.
- Product type approved describes an exact commercial product with its own approval evidence.
A manufacturer can prepare before adoption, but a prototype should not be marketed as an approved LEDr product simply because its category is on the submission programme.
Why 2027 is a reasonable window to watch
If the 2026 submissions proceed without major technical objections or scheduling delays, the next formal publication or adoption steps can reasonably fall in 2027. This is the basis for treating 2027 as an expected window rather than an arbitrary forecast.
Several things can still move that timing: revisions requested during GRE review, document scheduling, translation and formal WP.29 processing. For that reason, a public article should say “expected in 2027 if the process proceeds as planned,” not “legal from 2027.”
The status should be updated when the actual formal document appears. At that point, the article can replace the outlook with the exact amendment, adoption record and effective status.
What to do before the categories are formally adopted
Buyers should not accept “ECE ready” or “2027 legal” as evidence. Ask which category version or draft the product follows, whether the hardware is still provisional and what will happen if the final requirements change.
Manufacturers can use the 2026 submission direction to prepare optical, thermal, electrical and dimensional validation, but should keep category-dependent claims, packaging and irreversible inventory decisions gated until the formal route is clear.
The most useful commercial signal is not a predicted date. It is whether the supplier can show controlled product revisions, named test assumptions and a plan to revalidate against the final adopted requirements.
